From MEM's email:
PB is going into Aurora today, which means that if people are using Aurora and turn on PB, they’ll get a notice that some tracking tools are being used when they’re on mozilla.org.

we’d like to get a conditional banner (or whatever the right experience is) that communicates to Aurora users “if you’re using private browsing, you’ll notice we’re using some tracking devices. see our privacy policy to learn more.”
