1194846 - Tooltip remains even after taking mouse off any icon while entering customize mode

Steps To Reproduce:
Click menu > Customize and quickly hover on any of the icons from the right pane, (I hovered on DevTool ["Developer"]).

Happens:
Tooltip exists even after taking the mouse away from a tool, See the attachment to be more clear about this

Expected:
Tooltip should vanish as soon as I take the mouse away from any tool

I'm not sure why I was added as a needinfo here. Please only request needinfo when there is a specific question. For what it's worth, I am unable to reproduce this problem but I believe you that it happens, it's likely a very low priority to get fixed.

I thought the attached video was enough to make someone clear about the issue, the unmentioned question here was just "is that anything normal ?"

We can leave the bug open in case other people notice it. Maybe someone will come up with a fix for it, and we'd take the fix if it was simple and made sense.

I've experienced this many times. To reproduce this you should move mouse over element and stop it [mouse], while the Customization animation (fancy moving toolbars and content) is still performing.
