Firefox should have a menu option to switch languages

Details
Right now, a user cannot change her Firefox language, she has to either:
1. Go hunting for a different version of Firefox in that language
2. Install a few addons that have localization files, but which may be out of date and certainly not in sync with the Firefox localizations
A user should have the ability to change the language via the settings interface.
If it's a file size issue about adding all language packs in Firefox, that could be solved either by:
1. Downloaded only on demand, if the user wants a new language pack, that should be downloaded from Mozilla and kept up to date along with the rest of Firefox.
2. Firefox could include only several language packs. For example, for Romania it could include: English, Romanian and Hungarian; for the Balkans, it could include the 5-6 more prominent languages in those regions (with the option to download more).
