Steps to reproduce:

installed TB (38.1.0) on a new computer
created two accounts which use Global box (Local folder)
checked "Check mail at startup" (my TB is in French, so the label may be inexact)
checked "Check new mail every 10 minutes"
checked "Download new mail automatically"



Actual results:

Must click Get mail for each account to retrieve mail


Expected results:

Mail should be downloaded automatically at startup

The version list does not allow to indicate the version as displayed by TB.
Same problem with 38.2.0 (just updated)

Please start *Windows'* safe mode with networking enabled

Still In Windows safe mode, start thunderbird in safe mode

Does problem go away?

With Windows & Thunderbird in safe mode (with or without add-ons), problem remains.

A click on Download All Mail does nothing. Must click on individual entries to download mail

Are you still seeing this problem when using 38.2.0?
If so, please try 38.3.0 in 1-2 weeks and let us know results
