Steps to reproduce:

Import
Address book 
Text file
File open dialog
On the right bottom there is a combobox.
Please add semicolons as separators here too. 



Actual results:

Thunderbird can't import address books from CSV files if the separator is a semicolon. 

But output with semicolons is the default for Outlook Express 6. 
Furthermore, commas are not unique. Names and numbers can have commas as separators in a lot of other languages. 


Expected results:

Support the semicolon as separator too.
sounds reasonable if user so decides.

caveat of special case where semicolons mark recipients groups (forgot the correct term), but user will know if he has those or not so it's fine to use that for importing.
