The empty tab bar area can't be used to drag the window. A possible fix to this problem is using the -moz-window-dragging or pointer-events CSS property at appropriate places.
I'm able to drag the window using the empty tab bar on Windows 10. In a new window with only one tab, I can drag the window by clicking and dragging next to the "new tab" button, only a few pixels above the navigation toolbar. Are you sure this isn't working for you on Windows 10?

I can no longer reproduce, not sure how I got Firefox in this state.
