You're right, jryans. This is definitely on my radar. I just haven't gotten to it yet. Note that we can't assign priority here until we know how easily reproducible this is.

Testing with Firefox 40.0.2 (the current release) on El Capitan Beta 6 (build 15A244d) I don't see this bug. I see no glitches resizing the browser window in any of the possible ways (using any of the edges or the grab region in the lower right). El Capitan Beta 7 is now out. Try updating to it. If that doesn't fix the problem, try testing in Safe Mode (https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode).

Also test with other apps, like Safari and Chrome, to see if those have the same problems.
