Not sure how exactly it looks broken, but I'm filing a bug on it as requested in bug 1182102 comment 22.

and this with the menu hovered.

Neither looks particularly good. bug 1182102 fixed the blurriness of the star icon (the screenshot is pre-patch, on current beta), but it's clear that the horizontal padding here is wonky and that there's no hover state of the menu button side of things.

Yes, that's our default appearance for type="menu-button" toolbar buttons.
