User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:40.0) Gecko/20100101 Firefox/40.0
Build ID: 20150812163655

Steps to reproduce:

1. Enter about:preferences in the address bar and change the homepage to about:newtab.
2. Start FF in fullscreen mode. To do this, set FF to fullscreen (F11) and close FF. The next startup will be fullscreen.

Actual results:

- The toolbar won't auto-hide
- There is a blank strip of space above the toolbar
- The minimize, restore and close buttons are not visible. They are still functional

Expected results:

- Toolbar auto-hides
- No blank strip of space, i.e. the tabs are touching the top of the screen
- The minimize, restore and close buttons should be visible (obviously)
