Typing command-N won't open a new navigator window if another window isn't also
open. It is neccesary to mouse click on Menu bar File/New Navigator Window to
create one. If a window already exists, and another is wanted, typing command-N
works.
Reproducible: Always
Steps to Reproduce:
1. Close or hide any existing navigator windows.
2. Type command-N.
3. No new window opens.
4. Mouse click on menu bar's File/New Navigator Window. A new window opens.
5. Typing command-N will now create another new window.
Expected Results: Typing command-N should create a new navigator window when no
other windows exist.
