Description:
When a user opens an app the homescreen in the background will start to enlarge as the app opens and then reset to the normal size before the app covers the screen. this makes the homescreen appear to jitter/reset. This seems to occur more when there are multiple apps open in the background. I have seen this occur with many different apps.

Repro Steps:
1) Update a Aries to 20150818012543
2) Go to the homescreen
3) Open an app
4) Observe homescreen as app opens


Actual:
The homescreen appears to reset its zoom level before the app opens

Expected:
It is expected that the homescreen enlarges/zooms until the app opens

This issue DOES NOT occur on Flame 2.5.

I think this happens when our will-change budget is exceeded and async animations end up either disabled or not running in sync with each other. Either way, the system is responsible for launching apps and launch transitions, not the homescreen.

It'd be good to get a video recording of this so whoever ends up tackling it has a good idea of what they're trying to fix.
