1196090 - [Stingray] The order of filter category should be the same as that of decks

Description

[Tzu-Lin Huang [:dwi2][:tzhuang]]

After discussed with UX, we should align the order of filter category and decks.
Currently, the order of filter category is (from left to right):
Live TV, Dashboard, Device, Application

The order of decks is (from left to right):
TV, Apps, Device, Dashboard

Also, the name of decks should match with filter category.

The order of filter should be All, TV, Apps, Devices, Websites.

You need to change the l10n key of tv before landing.
