As of a few days ago on Nightly, I get three rows of icons on the new tab page, which causes a scrollbar to appear.  Previously I used to get only two rows of icon, unless if I increased the height of the browser window.
I believe the changeset that caused this is https://hg.mozilla.org/mozilla-central/rev/6f99042dd397, from Bug 1180387 which increased the number of rows on newtab. This was actually intentional, but the scrollbar appearing will be taken care of Bug 1194895.
