Followup on the discussion in bug 1194895: https://bugzilla.mozilla.org/show_bug.cgi?id=1194895#c10 Any user, whether new or current, should always see one empty "+" tile ("add a site"). This may mean that we suppress one Directory Tile for new users, or a third row with one empty tile for current users. The reason I'm asking for this change is so that all users know that they always have the ability to add or edit any site they see on New Tab.
