Have a bunch of bookmarks. Open bookmarks menu, and use the lame scroll thingy
to go all the way to the bottom (should be 2+ pages).
Open bm manager, delete 5 or 6 bookmarks at the end. Close.
Open bm menu, see a bunch of blank space at the bottom. Scrolling up or down
pops it back in to place.
Expected: condense new list of bookmarks, then move scroll location to the
bottom of the new list if it's > then it.
Bug 98119 suggests removing remembering the scroll location, which would fix
thisbug for free.

This bug looks like a straight dupe to me. Two solutions to a problem aren't
worth two bugs; just file one bug which will be fixed by the solution agreed on
it the comments.
(But I can't flag this a dupe)

Well, this might be fixed when bug 98119 gets fixed, but this is not a duplicate.
This is a xul layout bug. See upcoming testcase.
