The tabs panel shares UrlBar.ImageButton, which is bad naming because it is not the url bar.

tabs_panel_default shares UrlBar.ImageButton with browser_toolbar, which is bad naming because it is not the url bar in the tabs panel. ActionBar.ImageButton would be better.

Specifically, my issue is that I'm trying to introduce a color tint list consistent with the UrlBar in bug 1197413, but not the TabsPanel. I'll make a sub-style to handle this (which can later become ActionBar.ImageButton.UrlBar).
