1197578 - URL in the review report email is not right

After an add-on has been reviewed, we get an automatic email.

In this email, there is a link to:
https://addons.mozilla.org/developers/docs/policies/reviews#selection

There are several problems with this link.
1. When we use a french Firefox, this is redirected by MDN to https://developer.mozilla.org/fr/Add-ons/AMO/Policy/Reviews#selection which does not exist.

2. The "#selection" hash does not work even on the english page.

I made a PR at https://github.com/mozilla/olympia/pull/676 for the anchors.  The 404 is a dupe of bug 1065156 which was marked as a dupe of bug 963943

At this moment we are blocked to verify this bug because we are unable to approve add-ons on -dev and stage. We will be able to test this as soon as the signing server will be up and running.

The anchors are removed. The 404 issue is still reproducing but that is tracked in bug 963943
