Details

When a web page has Meta chaset other than the default charset of the browser,
getting back to the previous page requires 3 clicks on Back button.

Steps to reproduce:
1) Load the following pages once from top to bottom.
http://home.netscape.com/ja
http://home.netscape.com/ko
http://home.netscape.com/zh/tw
http://home.netscape.com/zh/cn
http://home.netscape.com/fr
http://home.netscape.com/de
http://home.netscape.com/da
2) Try tracking back from the last page by clicking Back button.

==> It takes three clicks (on Back) to reach previous page from zh/cn; zh/tw;
ko; and ja pages, whereas it takes only one from da; de; and fr pages whose
charset happens to be the default charset (ISO-8859-1) in this case.
If user changes default charset to something else, pages with any Meta charset
other than the default will exhibit the same behavior.
