1197930 - document inIDOMUtils.getRuleLine and getRuleColumn

I noticed that inIDOMUtils.getRuleLine and getRuleColumn don't
have any documentation; and I had to do some research to find out
if they were 0- or 1-based.  So, I plan to document the findings.
