Pressing the "set a cookie to turn on" button results in an error page stating:
"Undefined subroutine &main::toGMTString called at
/opt/webtools/bonsai/cvsblame.cgi line 64."

this should do it
Adding the require fixes the undefined function error, but the cookie still
doesn't actually work.
