The Mozilla shavar service has moved from https://tracking.services.mozilla.com to https://shavar.services.mozilla.com (though the old URL is still honored) to reflect the fact that it's not limited to tracking protection lists.

We should change updateURL and gethashURL in Firefox appropriately.
