For parity with Desktop, we shouldn't display Insecure Page for files.

Desktop uses something like "This page is stored on your device" for files, which we should be able to detect too.

Note that bug 1099088 is for implementing "This is a secure Firefox page" for about: pages, so the implementation should be related.
