119814 - 'alt' in key modifiers doesn't work

This keybinding:

<key key="f" modifiers="control,alt"
oncommand="window._content.location.href='http://home.netscape.com/fishcam/fishcam.html'"/>


is never firing. If I change 'alt' to 'shift', it works. Looks like the 'alt'
mask in the modifiers is broken. This is unrelated to the key selected, e.g. if
I change 'f' to 'k', it's still broken.

I'm told this works on Linux (see 26369) but it doesn't seem to on Windows

I have no idea what component this belongs to, I'm putting it in keyboard
navigation although that's a FE component I think. Assigning to saari as I know
someone in his group will probably be responsible for fixing this ;) 

Oh yeah, this is a terrible issue! It prevents me from being able to load fishcam!
