In bug 1997841 we discovered a case where the build finished message never got through. Because the Build was complete, the Reflector stopped reclaiming the Task, which then got a deadline-exceeded exception. We should continue to reclaim tasks even after the Build finishes because we don't want the Task to fail just because the build finished message was delayed. It's not super common for them to be delayed, but sometimes if there's intermittent issues the postrun commands need to be requeued, which could happens minutes to hours after it finishes.
