In bug #1175123, we created a trigger rule create/update form in the analyzer section that allows analyzers to create/update trigger rules. This form has a field for specifying locales.
One problem with this is that it's not clear what the set of valid locales are.
The complexity here is that we don't have a definitive list of valid locales. Any products sending data through the API are sending who-knows-what.
This bug covers figuring out a solution here that enables analyzers to know what data is valid in that field. Maybe it's also possible to validate the data?

I'm not sure what we can do here. The trigger rule tester might alleviate the need for this somewhat. I'm going to push it off until someone asks for it.

The Input service has been decommissioned (see bug 1315316) and has been replaced by a redirect to an external vendor (SurveyGizmo). I'm bulk WONTFIXing Input bugs that do not appear to be relevant anymore.
