1198856 - Provide better UX for missing logviewer text_log_summary,Job+Info blobs

Similar to all the others we've been fixing (bug 1193222, bug 1193216, bug 1192917) I think I've happened across another variant which is a missing text_log_summary,Job+Info blob.

In this scenario I think we'd also want to:

o suppress the raw log, reftest analyser and show successful steps buttons
o maybe change the Result: to "missing"
o use 'danger' red instead of 'warning' yellow
o add some suitable title like "text_log_summary and Job+Info artifacts are missing"

I'm hoping to land the fix for bug 1192917 first, then look at this after.

Now we're no longer using artifacts I think many of the problems here are resolved.
