We are soon adding an option to persist the limit size.

I think we should recommend the use of the persist and persist-size-limit options in a more aggressive way (just to be sure that the user is informed that it exists, and that he should use them).

So I propose to warn the user when there is no config file present, and we should provide a new command to generate/update the config file (asking questions for the option values with sensitive defaults).

We can take the opportunity to make sensitive defaults:

~/.mozilla/mozregression/mozregression.cfg  # new place for the config file
~/.mozilla/mozregression/persist  # defaults for persist dir

persist-size-limit will defaults to 20 GiB.
bits will defaults to 64 (as now), but we should ask question while creating the conf file since some users often use 32 bit builds on their 64 os. (often on windows).
