Me, dolske and shorlander (all OSX) can't scroll on this page, Ryan (Windows) can. I'm guessing this is APZ related.
Are you scrolling using the scrollbar or the trackpad?

I've noticed something similar when scrolling with the scrollbar and filed bug 1199337 and I think it might be related to this.

Does it still happen if you disable APZ? (Set pref layers.async-pan-zoom.enabled to false and restart)

Mousewheel and cursor keys. I don't see a scrollbar at all.

Not APZ then. FWIW I am not able to reproduce this bug on the latest OS X nightly. Are you all on Retina macs? What version of FF, and what version of OS X?

10.10 I think. I'm on an external non-retina monitor. Ryan was later able to reproduce on Windows and dolske could reproduce on his surface tablet.
This is a long shot, but by any chance are you running any kind of ad-blocker or script stripping appliance? I found that I have this issue with ad blocking enabled. There is something about the Time website that doesn't allow me to scroll, doesn't show scroll bars, etc until all scripts/advertising is loaded.

The team noted in discussion today that it's not just TP, it's generally ad blockers in all browsers. This page also doesn't work in Chrome when an ad blocker is installed. The webcompat team may want to reach out to Time, this page breaks in multiple browsers due the way it's written.

I don't think we've decided anything yet. I just put it under the same component as all of the other breakage bugs blocking bug 1101005.

Verified on 58.0a1 with TP enabled. Able to scroll using OSX. Some resources are being blocked by TP, but main content and images display.
