Details

We have FHR data on which plugins are most commonly installed on Firefox users' computers (whether they know it or not). If we add telemetry to count how often the most common plugins are actually used, we will have a better understanding of how soon we can phase out NPAPI support or if there is plugin functionality that we ought to add to the web platform.

@ Kyle, jst said you were going to look into this. :)
Dup'ing against 722110 since we actually already had a bug filed to do it 3 years ago. :)
