While running the Preferences test suite, when I make changes to Message 
Display for how quoted text is handled, the changes are not
reflected in any of the displays of the messages (now or old)

Reproducible: Always
Steps to Reproduce:
1. select Edit | Preferences
2. Choose Mail and Newsgroups | Message display
3. Change the Style and Size fields for quoted text. (Italic and Bigger for 
example)
4. send youself an email with both single and double quoted text


Actual Results:  No display changes are made to the quoted text

Expected Results:  The quoted text should be Italized and bigger.

I saw this on OpenVMS, but I'm having trouble setting up my mail on the Linux 
machine, so I'm not sure if it's a generic problem.
I was able to check/uncheck the "emoticon as graphics" box and see
the changes for that, so some things work in Message Display.
