... and bugzilla emails me every time. This is annoying and I don't understand why the API keys don't get reused. Right now I seem to have 4, but if I were to logout and log back in in the same browser session on the same computer, I would have even more of them. Then the bugzilla UI just lists the reviewboard server IP for the uses, so I can't really distinguish the ones that are still in use and the ones that aren't, except by date of use (for which it is a bit too early).

Yes, there was in a bug in Bugzilla in which the redirect query string (which changes according to what page you were on in Review Board when you logged in) was being used to identify a unique app. That was fixed and deployed last night. You may get one more key generated the next time you log in, but that'll be it. Feel free to revoke all older ones. Apologies for the key-spam!
