Currently NS_STYLE_HAS_CHILD_THAT_USES_RESET_STYLE is set whenever we can't cache a struct in the rule tree.  Really we only need to set that bit when we use reset style data from the parent.
This code is gone, and the new style system doesn't cache data in the rule tree anyway.
