0. Open New Tab, click Gear button, uncheck "Include suggested sites".
1. Make sure that there's enough tiles to cause overflow on New Tab (vertical scrollbar should appear)
2. Click Gear button, select "Show blank page"
3. Click "New tab" button/press Ctrl+T to open new tab
4. Repeat Step 3.
Result: After Step 3 or 4 - scrollbar disappears. It makes all elements on new tab twitch a bit.
In my STR, there's only 1 element on New Tab (Gear button), but there's also another STR
(see video from bug 1199795) in which you can see all elements twitching.
Expectations: New Tab page should have adaptive design which takes into account the presence/absence of
scrollbar so that all elements stayed still when scrollbar appears/disappears.
I think it's not connected to 1199795 and should be fixed even if that bug will be marked as "Wontfix"

This bug has been closed due to inactivity and/or the potential for this bug to no longer be an issue with the new Discovery Stream-powered New Tab experience.
