STR: (Win7_64bit, Nightly 43.0a1 32bit ID 20150828030205, new profile)
1. Enter Customize mode, click "Restore Defaults"
2. Dock the window to the left side of screen, reduce its width to cause overflow in toolbar
3. Slowly increase the window's width and stop when there'll be no overflow.
4. Open menu (≡), right-click any button and choose "Move to toolbar"
5. Repeat Step 4 for several buttons.
Result: There's no overflow. Added buttons are not visible.
Expectations: This action should cause overflow in toolbar.

No, I don't think that is a duplicate. Bug 928565 is a refactoring that *could* fix this, but it doesn't have the intentions to fix this.
