STR: (Win7_64, Nightly 43, 32bit, ID 20150828030205, new profile, HWA off)
0.(*) Make sure that you have an option to restore all tabs from previous session
1. Press Ctrl+Shift+E to open Panorama
2. Create new tab group "Group 1" with 1 tab - data:text/html,<title>20150828030205
3. Create new tab group "Group 2" with 2 tabs - http://example.org/ and https://ya.ru
4. Select http://example.org/ from Step 3.
5. Close Firefox
6. Launch Firefox (the tab from Step 4 is selected)
7. Switch to tab "https://ya.ru" from Step 3, using Ctrl+Tab/Ctrl+Shift+Tab
8. Type "20150828030205 %" without quotes into urlbar.
9. Press Down to select suggestion "Switch to tab - 20150828030205". Press Enter
10. Press Ctrl+Shift+E
11. Click on the free space in "Group 2" from step 3 (NOT on any of 2 tabs in that group)
Result: http://example.org/ tab opened
Expectations: https://ya.ru tab should've opened, because it's last visited in that tab group. You can check the same STR without Steps 3 and 4 - everything works as expected.
Note: You can adjust width of "Group 2" before Step 4, so that the only visible tab in "Group 2" was the last visited tab in that tab group [that's how it works, in fact]. In this scenario, Step 11 is unnecessary and you see the issue after Step 10
Result: The only visible tab in "Group 2" is http://example.org/
Expectations: The only visible tab in "Group 2" is https://ya.ru because it's last visited tab
in that tab group

Panorama has been removed from Firefox 45, currently in Beta and scheduled for release on March 7th. As such, I'm closing all existing Panorama bugs.
If you are still using Panorama, you will see a deprecation message in Firefox 44, and when 45 is released your tab group data will be migrated to bookmarks, with a folder for each group. There are also a few addons offering similar functionality.
See https://support.mozilla.org/en-US/kb/tab-groups-removal for more info.
We're removing Panorama because it has extremely low usage (about 0.01% of users), and has a large number of bugs and usability issues. The cost of fixing all those issues is far too high to justify, and so we'll instead be focusing our time and energy on improving other parts of Firefox.
