STR:   (Win7_64, Nightly 43, 32bit, ID 20150828030205, new profile, HWA off)
1. Open New Tab
2. Open DevTools -> Network
3. Paste https://www.chromium.org/_/rsrc/1438879449147/config/customLogo.gif into urlbar, press enter (you can use any other image as well)
4. When image is loaded, hover mouse over small image icon/name in Netmonitor [Tooltip will appear]
5. Don't move mouse and press Ctrl+R to reload the page.
6. When image is loaded, move mouse away from image icon/name
7. Repeat Step 4 (hover mouse over small image icon/name in Netmonitor)

Result:       [watch video] After Step 6 tooltip stays on page and moves to the top center part of devtools. After Step 7 there's 2 tooltips in Netmonitor. If you make Steps 5-7 again, then another tooltip will be created, and moved to the top center part of devtools. I can say it by transparency: 1 tooltip is transparent, but if there's more than one tooltip on the same place, then they become less transparent.

Expectations: There should be only 1 tooltip

The image preview tooltips in the markup-view and in the rule-view do work correctly though, they get hidden when the page gets reloaded.
I couldn't find where this was implemented, but I only looked for like 30 seconds. But I'll mark this as easy anyway, because the Tooltip library used here supports a closeOnEvents feature that allows to close tooltips automatically when any given even occurs, so it'd be easy enough to use this to close tooltips when the page gets reloaded or navigated away from.
