According to the analysis in bug 1198676 comment 18, it's more reasonable to cancel the USSD session when closing the USSD dialog instead of cancelling it implicitly in next dial request.
I'll provide a gaia patch in this bug to address this.
Note: The symptom in bug 1198676 will only be fixed if this bug and bug 1198676 are landed.
