Steps to reproduce:

1. try to install a private, preliminarily peviewed addon from a thirdparty site
2. a popup appears with the text: Firefox prevented this site to asking you to install software on your computer
3. change site permissions and set "Install Add-ons" to Allow (see image)
4.1 try to install the same add-on again (step 1)
4.2 restart Firefox and go to step 1


Actual results:

the same popup appeared as before the permission change: Firefox prevented this site to asking you to install software on your computer.
it is not possible to install this Preliminarily Reviewed add-on.


Expected results:

either should not block per default installing (preliminarily) reviewed addons from thirdparty sites,
or should allow installing add-ons from that site after i changed the sites permissions to "allow"

i have to correct the bugreport.
it works everything as expected when you try to install that extension by clicking on a link on the thirdparty site.
but when you copy paste the extensions url into the location bar, then the permissions setting are ignored.


so the correct steps to reproduce are:

1. Paste the thirdparty-URL of a private, preliminarily peviewed addon into the locationbar and press enter
2. a popup appears with the text: Firefox prevented this site to asking you to install software on your computer (without the "Allow" button)
3. go to the site and change the sites permissions and set "Install Add-ons" to Allow (see image)
4.1 try to install the same add-on again (step 1)
4.2 restart Firefox and go to step 1
