Expand/collapse inspector sidebar should also work in vertical stacking mode

The inspector sidebar can be collapsed when the sidebar is stacked horizontally.
But if you switch to side-docking mode (or if you resize the toolbox to be very narrow), then the sidebar is stacked vertically (below the markup-view). It'd be nice if we could still collapse/expand the sidebar in this situation too.
Note that collapsing, in this situation, should hide the sidebar to the bottom, not to the side.
