1200191 - Add description for Teams

Localization teams should be able to add a short description or contact info on their page, like is possible on Verbatim. This may help to direct potential contributors to the right place, if they come to Pontoon without any previous contact.

This should be easy tasks but it depends on new kind of role in pontoon - locale module owners. I can take this issue when new model of permission will land @ master.

You could even do that before 952488 is fixed by changing the model to add something similar as Project.info. It would just mean that teams have to let us know what description they want to see added and we would need to add it before 952488 is fixed.

Michal, we can now add text to your Team page if you request it. You will be able to do that yourself as a Team owner when 952488 is fixed.
