charts.mozilla.org is hosted with Mozilla's PAAS (https://wiki.mozilla.org/Paas_Apps). It is a static site, but a request for a file responds with 404, most of the time. Repeated requests will eventually get the file. I believe this is a problem with Stackato, not my particular app.
