Try to change the severity of this bug.
Result: None of the listed items are highlited, and you can not select any of them.
This is the same for trying to select a URL from the dropdown menu displayed as
you start typing in the Open Web Lovation dialog.
Somehow, the URLs of the default dropdown list of the Open Web Location dialog
(and URL bar) are selectable albeit not being highlited.

strange, but like bug 120040, it works after second launch.
