Steps to reproduce:

1) Enter https://cloud.google.com/
2) Hover over the "Products" text on the top bar and see the animation.
3) The animation isn't smooth

A performance recording shows that there is a very costly Paint (~23ms on my machine) that occurs over and over again in the animation .



Actual results:

A lot of costly paint operations made the animation janky.


Expected results:

Smooth animation should be observed when hovering over the "Products" text on the top bar.

Mikel, is this still a notable bug for you?  On Mac, the animation looks the same on e10s as it does on non-e10s.  Neither are perfectly smooth.

I'm using Windows, and the jerkiness is still there, especially seen in the end of the animation.
I still consider this not to be smooth enough for me to not to notice it.

Smoother does not equal smooth.
