I have seen this on my elementary OS freya. Don't know about other distors.
While hovering on some radio buttons or checkboxes on the toolbar options of devtool, the background color of that item is changed.
Devtool had the darktheme enabled. See attachment.

That could be the system theme styling - do you see something similar when hovering a radio buttons in the Page Info -> Permissions dialog?
