I'm roaming in Toronto and the phone clock is all wrong. It says 7:28 but the real time is 3:28. The Settings shows the right time zone, UTC -4.

I don't think this is a LockScreen issue: LockScreen only update the clock according to what the System is, and there were already some bugs of time accuracy. Could you confirm that is only inaccurate on screen locker, or the time of whole System is also wrong (ex: from statusbar and the Settings app)?

It also shows the wrong time in the statusbar, so it's not just a lock screen issue.

No. This bug is about trying to change the time manually and not succeeding.

Irina, are you using manually selected timezone or automatic timezone? 

I reported bug 1208808 about system inconsistency when trying to use automatic timezone selection. Is it the same?
If not, can you post STR (or maybe a video) to describe what does "trying to change the time manually and not succeeding" mean? I have not encountered that.

If you'll be recording a video, it would also help to show in the video various places where we show time - Settings Date&Time, status bar clock, lockscreen clock, Clock app clock - and which are showing which time.
