Tabs don't get hover state and aren't selected by clicking if mouse is placed on top 5px of tab and window is in 'normal' mode

STR: (Win7_64, Nightly 43, 32bit, ID 20150901030226, new profile, safe mode) 1. Open new fx window, open 5 tabs in it 2. Resize window so that it switched to normal mode 3. Hover mouse over top part of one of 4 background tabs (~1-5px from top of the tab) 4. Click left mouse button Result: Step 3 - tab not hovered, Step 4 - tab not selected Expectations: Step 3 - tab should be hovered, Step 4 - selected Technically it's (very annoying) regression because Fx20's behavior match the expectations.
