We I'm working on kumascript, I want to set config values in environment variables, so that I can set config values in a single place, and I don't accidentally check config into the code repo.

As part of bug 1218563 (shipped Sept 2016), we use environment variables to configure KumaScript in Docker:

We'll continue using this as we take Docker from development to production.

We'll track the SCL3 effort in infra bug 1147427.
