[ACL][Whatsapp] Sometimes after installed ACL and reboot device, Whatsapp still cannot be launched successfully

Whatsapp: 2.12.252-omrel1.0.13

[Step to Reproduce]
Install ACL -> Reboot Device

[Actual Result]
Whatsapp shows warning message:
"ACL is still in the process of installing WhatsApp. Please try again in a few moments."

[Expected Result]
After reboot, Whatsapp should can be launched successfully

[Reproduce Rate]
60%
verify with ACL 0.1.52 and Whatsapp 2.12.252-omrel1.0.15, still has this problem
Fixed in ACL 0.1.54
verified and fixed with Whatsapp 2.12.287-omrel1.0.20 and ACL0.1.64-SP7715
