We're going 1 hour polling intervals for Beta 1 Bug 1200941. QA is basing their load testing on this value. We need to decide if this will hold for GA or if we will shift it 1x daily or something else (anything except for 45min). 

We need to decide this no later than Beta 4 unless there is a compelling reason to delay the decision. Client goes to build on October 5th.
