In bug 1184405 we want the build system to provide a view of tests without executing a build, so we need to unconditionally consume entries corresponding to test manifests (this implies getting them out of TEST_DIRS).

This doesn't mean always installing and building tests, we just want to be able to see them from filesystem reading mode.
